“Tulsi Gabbard Declassifies Biden’s Secret Plan to Eliminate the Second Amendment”

Director of National Intelligence (DNI) Tulsi Gabbard released declassified documents Wednesday outlining the Biden administration’s strategic approach to countering domestic terrorism. The materials reveal a broad interagency effort to address issues ranging from firearms regulation to online misinformation, hate crimes, and domestic extremism.
The documents include the Biden administration’s Strategic Implementation Plan for Countering Domestic Terrorism, which was first developed following the events of January 6, 2021. Gabbard announced the declassification on social media, stating, “As promised, I have declassified the Biden Administration’s Strategic Implementation Plan for Countering Domestic Terrorism.”
According to the plan, one area of focus for the administration was the regulation of firearms, including so-called “ghost guns,” high-capacity magazines, and assault weapons. The strategy outlined goals to reduce the availability of these weapons as part of a broader effort to address what it described as “long-term contributors to domestic terrorism.” Specific proposals included supporting state-level adoption of extreme risk protection orders and pursuing executive and legislative actions on firearms restrictions.
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) took the lead in enforcing these policies, particularly through increased regulation of un-serialized, privately made firearms.
Gun advocacy organizations, such as Gun Owners of America, have criticized the strategy. In a public statement, the group characterized the plan as “a secret effort to weaken the Second Amendment under the guise of counterterrorism.”
The strategy also emphasized countering hate crimes, bias-motivated incidents, and xenophobia. It included implementation of the COVID-19 Hate Crimes Act, which focuses on enhanced data collection, police training, and addressing racial or ethnic bias in the public health response.
Several federal departments and agencies collaborated in executing the strategy. The documents name the United States Agency for International Development (USAID), the Department of Homeland Security (DHS), the Department of State, and the Department of Education as key players in developing “digital literacy” programs. These initiatives aim to reduce susceptibility to extremist recruitment and disinformation campaigns online.
The National Counterterrorism Center (NCTC), which operates under the Office of the Director of National Intelligence (ODNI), also played a central role. The NCTC maintains a comprehensive database of known and suspected terrorists and provides strategic coordination across federal agencies. The declassified materials note the center’s involvement in both domestic and international counterterrorism efforts, including cooperation with United Nations Global Counter-Terrorism Coordination Compact entities.
In May 2021, the FBI and DHS, with assistance from the DNI, jointly published a strategic intelligence assessment warning of increased threats from Anti-Government or Anti-Authority Violent Extremists (AGAAVEs). The assessment cited concerns about perceived government overreach and illegitimacy as potential motivators for such threats.
The release of these documents aligns with DNI Gabbard’s broader push for transparency within the intelligence community. Earlier this month, Gabbard launched the Director’s Initiatives Group (DIG), an internal reform effort aimed at addressing politicization and improving public accountability within federal intelligence operations.
The original National Strategy for Countering Domestic Terrorism was announced by the Biden administration in June 2021 and remains a cornerstone of its national security framework.
