“Congress Subpoenas ActBlue Officials Over Foreign Donations Investigation”
Congressional Republicans issued subpoenas on Tuesday to two former ActBlue employees as part of an escalating probe into whether the prominent Democratic fundraising platform was exploited by foreign actors to make illicit donations during the 2024 election. The move marks a major step in the ongoing ActBlue foreign donations investigation.
The subpoenas—issued by House Judiciary Chairman Jim Jordan, Oversight Chairman James Comer, and House Administration Chairman Bryan Steil—demand testimony from Alyssa Twomey, ActBlue’s former Vice President of Customer Service, and a senior workflow specialist. Both were previously invited to participate in voluntary interviews, but declined through legal counsel, citing an ongoing Justice Department investigation into ActBlue.
In a letter accompanying the subpoenas, the committees emphasized that Congress has a “clear and important legislative purpose” in determining whether online fundraising platforms like ActBlue are being misused to bypass U.S. campaign finance laws. Lawmakers specifically cited concerns over foreign interference and fraudulent contributions.
According to documents obtained by congressional investigators, ActBlue allegedly weakened its fraud-prevention protocols twice in 2024, despite being aware of active attempts by foreign entities to exploit the platform. Internal training materials, the letter claims, even instructed fraud-prevention staff to “look for reasons to accept contributions” rather than screen them critically.
The committee also noted that internal communications revealed awareness of multiple mechanisms that could allow bad actors to bypass security and make unlawful donations—raising alarms about the platform’s compliance with federal election laws.
The ActBlue foreign donations investigation continues to unfold, with a July 15 deadline for the subpoenaed witnesses to testify under oath. Lawmakers say they intend to pursue all available avenues to uncover whether negligence or willful misconduct allowed foreign interference in the 2024 election.
