The law left a few loopholes. One exception is if federal law requires it, or when a company requires travel to a foreign jurisdiction that requires it. Health is a local/personal issue, its not federal jurisdiction. The state did not have to put this in there, but they did anyways. The People never gave government consent to govern their personal medical decisions. The other one is that it removes the right of people to bring a claim in court, and delegates it solely to the “attorney general”, violating the14th amendment due process.
