“ICAN Warns of Health and Security Risks from UK Dimming the Sun Experiments”
The Informed Consent Action Network (ICAN) has issued formal warnings to high-ranking U.S. and U.K. officials over a new series of UK dimming the sun experiments, raising alarm about potential threats to public health, the environment, and national security.
In 2024, the U.K.’s Advanced Research and Innovation Agency (ARIA) allocated £56.8 million (around $75 million USD) to its “Exploring Climate Cooling” initiative—an effort to investigate whether blocking sunlight could reduce global temperatures. Unlike prior projects limited to computer models, these UK dimming the sun experiments include outdoor trials involving atmospheric manipulation and cloud modification.
ICAN’s legal team has sent detailed letters to the U.S. Secretaries of State, Commerce, and Defense, as well as the U.S. Ambassador to the United Nations. Similar warnings were sent to U.K. authorities, including the Secretary of State for the Department for Science, Innovation & Technology (DSIT) and ARIA itself. The letters highlight the urgency of pausing these real-world tests, citing a lack of transparency, public consent, and oversight mechanisms.
Five outdoor experiments are already in progress or in planning stages. These include spraying clouds with experimental aerosols, altering cloud charge properties, and launching specially equipped weather balloons in the U.S. and U.K. to study how high-altitude particles might behave in the stratosphere. These steps are part of research into stratospheric aerosol injection—one of the most controversial proposals for artificially cooling the planet.
Although ARIA claims to value transparency and public consultation, the agency is not subject to the U.K.’s Freedom of Information Act. This legal exemption has raised concerns about the accessibility of critical data related to these UK dimming the sun experiments. In response, ICAN is pursuing legal pathways to uncover communications and collaborations, particularly those involving American scientists.
Public pushback is growing. A petition to ban geoengineering in the U.K. has been filed, reflecting widespread unease over the ethics and risks of climate intervention strategies that bypass public input.
ICAN urges decision-makers to recognize the profound implications of geoengineering and to halt any attempts at dimming the sun until meaningful transparency, oversight, and consent mechanisms are in place.
