Confidentiality Agreements Signed by Canadian Public Health Officials During COVID-19 Raise Transparency Concerns
Internal government records obtained through Access to Information requests reveal that Canada’s Chief Public Health Officer, Dr. Theresa Tam, along with nearly 30 senior federal health officials, signed confidentiality agreements during the COVID-19 pandemic. The documents indicate that these agreements included clauses aimed at preventing the disclosure of information that could result in “embarrassment” to the Trudeau cabinet.
The information, first reported by Blacklock’s Reporter, suggests the confidentiality oaths were part of a broader policy implemented across multiple departments, including Public Health, Health Canada, Industry, Foreign Affairs, and National Defence. In a 2020 internal communication, vaccine procurement manager Alan Thom noted concern over the expanding use of individual non-disclosure agreements (NDAs), stating that officials were already bound by their public service obligations under the Values and Ethics Code for the Public Sector.
The language in the NDAs emphasized that any unauthorized release of confidential information could lead to “embarrassment, criticism or claims against Canada,” potentially impacting supplier relations and government procurement processes.
The timing of the confidentiality agreements coincided with the federal government’s negotiation of multi-billion dollar vaccine contracts with pharmaceutical companies such as Pfizer, Moderna, AstraZeneca, Novavax, Johnson & Johnson, Medicago, and Sanofi. These contracts were not made available to Parliament for review. Dr. Tam led Canada’s public health messaging during the vaccine rollout and has consistently supported mass vaccination strategies.
The first mRNA vaccine approved in Canada—Pfizer’s BioNTech shot—received authorization on December 9, 2020, followed shortly by Moderna’s vaccine. These approvals came after the federal government granted pharmaceutical companies legal immunity from liability related to vaccine side effects.
In response to reports of adverse events, Canada introduced the Vaccine Injury Support Program (VISP) in late 2020. Initially funded with $75 million, the program has since required an additional $36 million after projected payouts exceeded initial estimates.
Despite declining demand for COVID-19 booster doses, the government has continued to procure additional vaccine supplies. Meanwhile, an inhalable mRNA vaccine, partly funded by the federal government and developed using fetal cell lines, has entered Phase 2 clinical trials.
According to data from Statistics Canada, deaths attributed to COVID-19 and “unspecified causes” rose following the vaccine rollout, prompting renewed debate about the long-term safety and public health impact of pandemic-era policies.
Advocacy groups and independent media outlets have raised concerns about transparency and oversight in Canada’s vaccine program, citing research linking mRNA vaccines to adverse outcomes including myocarditis, blood clots, and potential effects on fertility. All approved COVID-19 vaccines currently available in Canada have some connection to abortion-derived fetal cell lines, further fueling ethical debates.
The revelation that senior health officials signed agreements limiting disclosure of potentially sensitive information has intensified public and political scrutiny of Canada’s pandemic response and raised broader questions about transparency and accountability in government decision-making.
