Trump Officials Reject WHO Health Regulations Over Sovereignty Concerns
Trump administration officials formally rejected a set of World Health Organization (WHO) amendments on Friday, citing threats to U.S. sovereignty and constitutional freedoms. Health and Human Services Secretary Robert F. Kennedy Jr. and Secretary of State Marco Rubio issued a joint statement rejecting the 2024 International Health Regulations (IHR) Amendments, warning they could enable censorship and international overreach.
The announcement marks a major policy move as the Trump administration continues to distance the U.S. from the WHO. “The proposed amendments to the International Health Regulations open the door to the kind of narrative management, propaganda, and censorship that we saw during the COVID pandemic,” Kennedy said in a video message posted to X.
Trump rejects WHO health regulations on the grounds that public health cooperation should not come at the cost of civil liberties or constitutional authority. “The United States can cooperate with other nations without jeopardizing our civil liberties, without undermining our Constitution, and without ceding away America’s treasured sovereignty,” Kennedy said.
The IHR is a legally binding agreement adopted by all 194 WHO member states. It outlines the roles and responsibilities of both the WHO and national governments in preparing for and responding to global health emergencies.
The WHO has claimed it cannot mandate lockdowns, vaccine passports, or travel restrictions, with Director-General Tedros Adhanom Ghebreyesus reiterating that such measures remain solely at the discretion of member states. However, the amended regulations include language that, according to Kennedy, mandates “risk communication systems,” which he argues could institutionalize state-sanctioned censorship under the guise of public health.
Trump rejects WHO health regulations also in part due to proposed systems of digital health IDs and vaccine passports, which critics say could pave the way for global medical surveillance. “We don’t want to see that kind of system institutionalized even further,” Kennedy said.
WHO member states have until next week to reject the amendments, and the U.S. is taking action preemptively. “Nations who accept the new regulations are signing over their power in health emergencies to an unelected, international organization,” Kennedy warned. “If we are going to give the WHO that much power, we should at least invite a thorough public debate.”
This move follows President Trump’s executive order in January withdrawing the U.S. from the WHO and freezing future funding. Though Trump also attempted a similar withdrawal during his first term, the process was never completed. President Biden reversed the decision upon taking office.
Trump rejects WHO health regulations amid growing concern among conservatives and health freedom advocates that international agreements may override domestic policies and erode civil rights. Critics of the withdrawal warn the move could weaken both U.S. and global public health infrastructure, while supporters argue it is a necessary stand for national autonomy.
The U.S., a founding member of the WHO since 1948, remains its largest financial contributor—at least for now.
