Trump Planned Parenthood Defunding Bill Challenged by Judge’s Order
The Trump administration is moving to dissolve a federal judge’s temporary restraining order that blocked enforcement of the One Big, Beautiful Bill Act, specifically the section tied to the Trump Planned Parenthood defunding bill. The legislation bars Medicaid funds from being used for procedures at Planned Parenthood clinics, a longtime Republican priority.

U.S. District Judge Indira Talwani issued the restraining order earlier this week, freezing implementation of the bill. In response, the administration argued forcefully that the ruling violates the separation of powers and bypasses due judicial process.
“Enjoining an Act of Congress signed by the President of the United States is among the most serious and consequential exercises of the judicial power,” the administration stated in its filing. “Yet here, without even awaiting a response from the Government, the Court exercised that power through an extraordinary, highly unusual temporary restraining order (TRO).”
The administration asked the court to dissolve the order immediately, ahead of a preliminary injunction hearing set for July 18, 2025. If lifted, the Trump Planned Parenthood defunding bill would take effect, cutting off federal Medicaid reimbursements to all Planned Parenthood clinics nationwide.
This legal fight highlights a broader confrontation between the Trump administration and the judiciary, especially over the use of broad injunctions. Despite a recent Supreme Court ruling limiting nationwide injunctions to the parties involved, some judges have continued to grant wide-ranging relief by expanding cases into class actions. That includes cases like this one, where sweeping rulings are being used to stall executive policies like the Trump Planned Parenthood defunding bill.
