Business Impacts: 2025 Legislation to Watch

As Congress moves forward in 2025, several bills with major implications for the business community are gaining traction. From tax certainty under the TCJA Permanency Act (H.R.137), to expanded offshore energy opportunities through the BRIDGE Production Act (H.R.3061), and new rules for online platforms in the Stop the Censorship Act (H.B.908), the legislative agenda touches core areas of finance, energy, and technology. Add in workplace security considerations under the Constitutional Concealed Carry Reciprocity Act (H.B.38) and capital-unlocking reforms in the Marijuana 1-to-3 Act (H.B.4963), and it’s clear these proposals could shape business operations, compliance strategies, and investment decisions across industries.

Taxes

Tax Cuts and Jobs Act (TCJA) Permanency Act (H.R.137) – This proposed bill aims to make permanent various key tax provisions from the 2017 Tax Cuts and Jobs Act. BRIDGE Production Act of 2025 (H.R.3061) – This bill focuses on increasing offshore oil and gas lease sales to boost domestic energy production, especially in the Gulf of America and Cook Inlet areas. Stop the Censorship Act (H.B.908) – This bill aims to change an important law called Section 230, which currently protects websites and online platforms from being sued over the content users post. Constitutional Concealed Carry Reciprocity Act (H.B.38) – Currently, concealed carry permits don’t always work across state lines, so this bill aims to create a standard nationwide rule that respects permits from other states, making it easier and clearer for lawful gun owners to carry concealed firearms when traveling. Cannabis

 Bill: Marijuana 1-to-3 Act of 2025 (H.B.4963) – The bill proposes to reschedule marijuana from Schedule I to III of the Controlled Substances Act (CSA). It aims to officially recognize marijuana as a substance with medical value and a lower risk than currently shown by law, making it easier for doctors, researchers, and patients to access and use it safely. Additionally, changing marijuana to Schedule III would allow cannabis businesses to take ordinary deductions, therefore unlocking capital, lowering consumer costs, and normalizing competition. Learn More…
