Establishes a grant program to assist lessees on Hawaiian home lands with cesspool upgrade, conversion, or connection costs. Establishes that a recipient of a cesspool upgrade grant shall not be eligible for the cesspool upgrade, conversion, or connection income tax credit and vice versa. Relating To The Rental Assistance Program. [SB-886]
Expands the rental assistance program by increasing the minimum percentage of affordable units a rental housing project is required to maintain for eligible tenants from twenty per cent to thirty per cent. Decreases the qualifying maximum ceiling from eighty per cent to thirty per cent of the area median income for a family or individual to be an eligible tenant under the rental assistance program. Appropriates moneys to support new rental assistance program contracts.

Appropriates funds to the Hawaii technology development corporation to continue the small business innovation research program. Requires businesses that receive a small business innovation research grant award to return the award if they move their principal place of business out of Hawaii within five years. (SD1)

Requires the department of land and natural resources to develop a state 2030 natural resources conservation goal action plan and allocates one per cent of the revenues of the transient accommodations tax for deposit into the special land and development fund to be used for the development, submission, and evaluation of progress of the action plan. Prohibits advertising a public housing unit and housing subject to an owner or renter occupancy requirement under chapter 201H, Hawaii Revised Statutes, or chapter 206E, Hawaii Revised Statutes, for rental purposes and requires county police departments to enforce the prohibition. Does not apply to any state agency advertising or publicizing a housing program under chapters 201H, 206E, and 356D, Hawaii Revised Statutes. (SD1)
