Requires that of the four seats on the OHA board of trustees without an island residency requirement, two shall require residency in an urban district and two shall require residency in a rural district. Requires one urban district candidate and one rural district candidate to be elected in any election cycle. Limits voting for board of trustees seats with a residency requirement to voters who have residency on the same island or in the same district. Changes the term of the member who receives the lowest number of votes in the 2022 general election

Relating To The Medical Use Of Cannabis. [SB-1524]
Prohibits an employer from discriminating against an employee based on the employee's status as a qualifying patient and from taking action against an employee based solely on the employee's status as a qualifying patient or if the results of the employee's drug test are positive for cannabis, subject to certain exceptions. Specifies permissible and impermissible actions by employers and employees. Takes effect 1/1/2051. (SD1)

Establishes the office of public-private partnership within DAGs. Adds design-build-finance-operate-maintain and design-build-operate-maintain project delivery methods to the types of methods that may be used in construction projects solicited through competitive sealed proposals. Requires additional forms of bid security, for projects that use the "design-build-finance-operate-maintain" or "design-build-operate-maintain" delivery methods. Appropriates funds to establish and operated the office of public-private partnership.
