An Act To Amend Title 29 Of The Delaware Code Relating To The State Employees' Pension Plan. [HB-164]
This bill permits employees who are employed in positions that are classified as Hazardous Duty Level A-1 to retire at 25 years without any reduction. Those employees will pay a higher employee contribution rate. The bill is subject to a Private Letter Ruling by the Internal Revenue Service. If approved those employees would begin paying a higher contribution rate the first of the following year after the approval. Employees may begin to retire under this provision once they have been contributing under the new provisions for two years.

An Act To Amend Title 29 Of The Delaware Code Relating To State Procurement. [HB-17]
This bill sets a goal that 3% of Delaware purchasing dollars be spent with disabled veteran-owned and veteran-owned businesses in Delaware. This bill recognizes the extraordinary service rendered by veterans to our State and the United States and encourages the improvement of business opportunities in State contracting and procurement for veteran-owned small businesses.

An Act To Amend Title 30 Of The Delaware Code Relating To Commodity Taxes. [HB-178]
This bill eliminates the taxing disparity between moist snuff and “other tobacco products,” not including cigarettes. It also raises the tax rate from 15% to 68% of the wholesale price, and designates tax revenue over $3.5 million to The Delaware Health Fund. This bill does not affect taxes on cigarettes. An Act To Amend Title 30 Of The Delaware Code Relating To State Taxes On Telegraph And Telephone Companies. [HB-181]
This Act provides a credit against the tax on telephone lines and transmitters that is measured as a percentage of the capital investment made in Delaware by a taxpayer and its affiliates, and provides the credit shall not be treated as an unforeseen change in a service provider’s costs of providing telecommunications services. The Act also repeals the tax on telephone lines and transmitters after 2013.

This Act is the product of the ‘Drug Law Revisions Committee.’ This Act repeals a significant portion of the existing criminal drug laws. In their place, this Act creates three main drug crimes – Drug Dealing (that is, delivery or manufacture, or possession with intent to deliver or manufacture); Aggravated Possession (that is, possession of amounts generally indicative of drug dealing but where drug dealing need not be proved); and Possession. An Act To Amend Title 11 Of The Delaware Code Relating To Criminal History Background Checks For Information Technology Related Employment. [HB-203]
This bill codifies the already existing policy that all Information Technology (IT) employees pass a criminal background check as a condition of employment. Such a check is desirable given the sensitive information that IT employees handle, and the level of administrative access they have to our IT infrastructure. By codifying this requirement, the process for obtaining a criminal history background check will be streamlined by authorizing the State Bureau of Identification to send results directly to the requesting HR department.
