A number of States have adopted measures to encourage angel investors to make an investment into scientific or technology based companies. This funding is critical in order for these new companies to get off the ground and to begin operating. This bill follows other States by offering a tax credit to Angel Investors or qualified Angel Investor funds in an amount equal to 25% of the investment, with a maximum credit of $250,000.00 annually to each angel Investor or qualified fund, with a total annual state cap of $5,000,000. For a person who intentionally or recklessly causes physical injury to a child when the person has engaged in a previous pattern of abuse, neglect, or both, of that child, this Bill raises the crime from third degree child abuse to second degree child abuse and, thus, from a class A misdemeanor to a class G felony.

An Act To Amend Title 19 Of The Delaware Code Relating To The Special Assessment For Dislocated Workers. [HB-418]
This bill adjusts the special assessment rate which creates funds for the Delaware Workforce Development Board to provide ongoing training services to Delaware residents through a combination of state and federal grant money. The assessment increases are calculated to restore the annual training tax funds of the Delaware Workforce Development Board to their previous levels. A reduction in these taxes cost the Board approximately $900,000.00 of its operating revenue, adversely impacting the ability of the Board to provide needed training services.

An Act To Amend Title 11 Of The Delaware Code Relating To The Classification Of Offenses. [HB-59]
This Act makes changes to the state’s list of statutory violent felonies (“list”). First, the Act adds two crimes, felony Promoting Sexual Solicitation of a Child and felony Resisting Arrest with Force or Violence, to the list. Second, the Act removes non-violent escape after conviction, lower level felony drug possession, and delivery of drug paraphernalia to a minor from the list. Additionally, the changes on line 16 are made to designate a previously undesignated paragraph, in keeping with the Delaware Legislative Drafting Manual.
