Relating To Residential Property. [SB-201]
Excepts from the definition of historic property any private residence that has not been entered, or nominated by the owner of the residence for entry, onto the Hawaii register of historic places. Clarifies that nothing in section 6E-10, Hawaii Revised Statutes, shall be construed to require review by the department of land and natural resources for a project on a private residence fifty or more years old that has not been entered, or nominated by the owner of the residence for entry, onto the Hawaii register of historic places.

Relating To Public Safety. [SB-241]
Prohibits public establishments from denying shelter to any person when an emergency alert advises the public to immediately seek shelter during the establishments' normal business hours, under certain conditions. Clarifies that remuneration or expectation of remuneration paid to owners of private property for goods or services other than emergency access to land, shelter, or subsistence, including services or incidental commodities to the emergency access, does not void the exemption from civil liability afforded to these owners except where owners

Transitions from lump sum deferred deposit transactions to installment-based small dollar loan transactions. Specifies various consumer protection requirements for small dollar loans. Beginning 1/1/2020, requires licensure for small dollar lenders that offer small dollar loans to consumers. Specifies licensing requirements for small dollar lenders. Authorizes the division of financial institutions to appoint 2.0 FTE examiner positions, funded via the compliance resolution fund, to carry out the purposes of the small dollar installment loan program.

Relating To State Boards And Commissions. [SB-533]
Clarifies that any member of a state board or commission whose nomination for appointment or reappointment is withdrawn for cause by the governor prior to the senate's advice and consent action shall be considered disqualified, and in the case of the nomination for reappointment, the member shall be ineligible to continue to serve as a holdover member beyond the member's most recent term of appointment.
