Requiring the Governor to include in the annual budget bill a specified appropriation to the Waiting List Equity Fund for providing community-based services to individuals eligible for those services from the Developmental Disabilities Administration; and prohibiting specified individuals from being denied access to community-based services from the Developmental Disabilities Administration within a specified period of time.
