Establishing the Office of Security Management within the Department of Information Technology, certain Office positions, and the Maryland Cybersecurity Coordinating Council; requiring, by December 1 each year, each unit of the Legislative or Judicial Branch of State government, each unit of local government, and any local agencies that use a certain network to certify to the Department that the unit is in compliance with the Department's minimum security standards; etc.
