Legal holidays; Juneteenth. Recognizes the nineteenth day of June of each year, also known as Juneteenth, as a legal holiday in the Commonwealth to commemorate the announcement of the abolition of slavery in Texas, the last of the former Confederate States of America to abolish slavery, and to recognize the significant roles and many contributions of African Americans to the Commonwealth and the nation.

Law-enforcement officers; changes minimum qualifications. [HB-5076]
Law-enforcement officers; minimum qualifications. Changes the minimum qualifications for law-enforcement officers to provide that all such officers who enter upon the duties of such office shall not have been convicted of or pled guilty or no contest to any misdemeanor involving moral turpitude, including petit larceny, within the last three years. Current law prohibits such convictions at all for such officers who enter upon the duties of such office.
Income tax, state; credits and deductions, child and dependent care expenses. [HB-5077]
Income tax credits and deductions; child and dependent care expenses. Provides an income tax credit to individuals and married persons filing a joint return in an amount equal to the federal tax credit provided for household and dependent care services necessary for gainful employment. Under current law, a deduction, but not a credit, is allowed to such taxpayers for such expenses. The credit is available for taxable years 2020 and 2021. The deduction is not available in taxable years 2020 and 2021 but will be available again in subsequent years.

Requires each school board to provide to each teacher or other school board employee who is employed in a public elementary or secondary school in the local school division up to 14 days of paid leave, in addition to any other paid leave to which such individual is otherwise entitled, that may be used in the event that the employee (i) contracts COVID-19, (ii) is required to self-quarantine while awaiting the results of diagnostic testing for an active infection
