Save Our Seas Act of 2018 (Sec. 2) This bill amends the Marine Debris Act to revise the Marine Debris Program to require the National Oceanic and Atmospheric Administration (NOAA) to work with: (1) other agencies to address both land- and sea-based sources of marine debris, and (2) the Department of State and other agencies to promote international action to reduce the incidence of marine debris. Clean Air, Healthy Kids Act This bill nullifies the Executive Order entitled "Promoting Energy Independence and Economic Growth" that was signed on March 28, 2017. No federal funds may be used to implement or enforce the order. This bill may not be construed to impair any authority granted to the President. The bill takes effect on March 28, 2017.
