Directs the Federal Reserve Board, the Federal Deposit Insurance Corporation, and the Office of the Comptroller of the Currency to jointly issue a final rule addressing the method of calculating the risk, for purposes of satisfying capital rules applicable to depository institutions and depository institution holding companies, of certain options cleared through a central counterparty.

Equal Treatment of Public Servants Act of 2019 [HB-3934]
Phases in a new funding formula for determining benefit amounts under the windfall elimination provision (WEP). (The WEP reduces Old-Age, Survivors, and Disability Insurance benefits for those who receive pensions for certain non-covered employment.) The new formula adjusts an individual's total lifetime earnings based on the proportion of those earnings subject to Social Security payroll taxes. Allows parents to use a portion of their Social Security benefits for up to three months of paid parental leave after the birth or adoption of a child. Conscience Protection Act of 2019 [HB-2014]
Provides statutory authority for certain restrictions prohibiting discrimination against health care providers that refuse to perform abortions. Specifically, the bill prohibits the federal government, as well as state and local governments that receive federal financial assistance for health-related activities, from penalizing or discriminating against a health care provider based on the provider's refusal to be involved in, or provide coverage for, abortions. End Child Trafficking Now Act [HB-3864]
Imposes restrictions related to adult aliens being admitted into the United States with a minor. An adult alien shall not be admitted with a minor unless the adult (1) presents documents or witness testimony proving that the adult is a relative or guardian of the minor, or (2) submits to a DNA test that proves such a relationship. The Department of Homeland Security shall request a DNA test only if the required relationship cannot be established by documents or testimony. An adult alien who does not consent to a requested DNA test shall be inadmissible.
