To amend title 5 of the United States Code to modify, for purposes of veterans' preference for Federal hiring, certain requirements with respect to service and retirement, and for other purposes. [HB-2433]
Modifies the eligibility criteria for certain veterans to qualify for a preference in the federal hiring process. Specifically, an individual who is honorably discharged from active duty service is eligible for a veterans' preference, if the active duty service was performed for more than 180 total days (currently, consecutive days). Additionally, a retired member of the Armed Forces is eligible for a veterans' preference, even if the retiree (1) is not a disabled veteran and (2) retired at or above the rank of major or its equivalent.

Harmony’s Law [HB-2388]
Eliminates the statute of limitations under the Uniform Code of Military Justice for a child abuse offense. Currently, such charges must be received during the life of the child or within 10 years of the commission of the offense, whichever is longer. The bill retroactively applies to offenses for which the current statute of limitations has not yet lapsed. Veteran Entrepreneurs Act of 2019 [HB-446]
Allows a business-related tax credit of up to $400,000 for 25% of the franchise fees paid or incurred by an eligible veteran for the purchase of a franchise. The bill reduces the amount of such credit if the veteran does not own 100% of the stock or capital or profits interest of the franchisee. An "eligible veteran" is a person who served in the active military, naval, or air service; was discharged or released under conditions other than dishonorable; and who pays or incurs a franchise fee in connection with a franchise agreement with a franchisor. Burn Pits Accountability Act requires the Department of Defense (DOD) and the military departments to evaluate whether each member of the Armed Forces has been (1) based or stationed where an open air burn pit was used to dispose of waste, or (2) exposed to toxic airborne chemicals. Gold Star Family Tax Relief Act [HB-2481]

Health Insurance Tax Relief Act of 2019 [HB-1398]
Delays reimposition of the annual fee on health insurers until 2022. Under current law, the annual fee for a health insurer is calculated based on the insurer's share of total premiums from the preceding year.
