Explanation of the Carbon Cost Act of 2024

This bill proposes the creation of a nonpartisan office or agency within the government to evaluate the potential impact of new laws on greenhouse gas emissions. The office would analyze whether proposed legislation would cause an increase or decrease in global greenhouse gas emissions over a specified period.
