Puppy Protection Act of 2019
The Puppy Protection Act of 2019 aims to amend the Animal Welfare Act to ensure that dogs are treated humanely. This bill sets specific requirements for dog dealers, including providing adequate housing, nutritious food, access to clean water, adequate exercise, socialization with humans and other dogs, veterinary care, and safe breeding practices.
These requirements include details such as solid flooring, appropriate space for dogs, access to outdoor exercise areas, veterinary examinations, vaccination guidelines, breeding restrictions, and efforts to find humane placement for retired breeding dogs.
Regulations
The Secretary is required to issue final regulations within 18 months of the bill's enactment to establish standards for the care of dogs by dealers as outlined in the Act.
