SFC Richard Stayskal Military Medical Accountability Act of 2019 [HB-2422]
Allows claims to be brought against the United States for damages relating to the personal injury or death of a member of the Armed Forces arising out of a negligent or wrongful act or omission in providing medical, dental, or related health care functions at a military medical treatment facility. However, the bill does not apply to care provided at a medical treatment location deployed in an area of armed combat.

National Purple Heart Hall of Honor Commemorative Coin Act [HB-1830]
Directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins emblematic of the National Purple Heart Hall of Honor. The bill limits the issuance of such coins to the one-year period beginning on January 1, 2022. The bill prescribes surcharges for coin sales, which shall be paid to the National Purple Heart Honor Mission, Inc., to support the mission of such organization, including capital improvements to the National Purple Heart Hall of Honor facilities.

Fairness for High-Skilled Immigrants Act of 2019 [HB-1044]
Increases the per-country cap on family-based immigrant visas from 7% of the total number of such visas available that year to 15%, and eliminates the 7% cap for employment-based immigrant visas. It also removes an offset that reduced the number of visas for individuals from China. VA Billing Accountability Act [HB-1802]
Authorizes the Department of Veterans Affairs (VA) to waive the requirement that a veteran make co-payments for medications, hospital care, nursing home care, and medical services in certain situations. Specifically, a veteran may have such co-payments waived if (1) an error committed by the VA or a non-VA facility delayed co-payment notification to the veteran, and (2) the veteran received such notification later than 180 days (18 months in the case of a non-VA facility) after the date on which the veteran received the care or services.
