Explanation of Bill H.R. 936

This bill aims to amend the United States Code to establish a transportation priority for veterans of the Armed Forces who have a service-connected permanent disability rated as total. This means that veterans with a serious disability resulting from their service in the military will have priority for available transportation on military aircraft.

The bill states that the Secretary of Defense must provide transportation on scheduled and unscheduled military flights within the continental United States, as well as scheduled overseas flights operated by the Air Mobility Command, on a space-available basis for veterans with a service-connected permanent disability rated as total. This means that these veterans will have access to available seating on military flights, similar to how it is provided to retired or retainer pay members of the armed forces.

The transportation priority for these veterans applies regardless of whether the Secretary establishes a specific travel program for this purpose. The terms "veteran" and "service-connected" are defined according to Section 101 of Title 38 of the United States Code.

The effective date of this amendment is 90 days after the enactment of the bill into law.
