An Act To Amend Title 16 Of The Delaware Code Relating To Salvinorin A. [SB-109]
Salvinorin A is the active constituent of salvia divinorum and is believed to be the ingredient responsible for the hallucinogenic effects of salvia divinorum. In 2006, the Delaware General Assembly outlawed salvia divinorum. This Bill outlaws Salvinorin A and includes it as a Schedule I controlled substance with other hallucinogenic substances. The Federal Drug Enforcement Agency considers Salvinorin A is a “drug of concern” because of its wide availability, potential for abuse, and hallucinogenic effects.

An Act To Amend Title 16 Of The Delaware Code Relating To Criminal Background Checks And Mandatory Drug Testing. [SB-122]
This Act requires that all Delaware Psychiatric Center employees providing direct care to patients be subject to criminal background checks and drug testing. The drug testing provides for both pre-employment testing and testing where reasonable suspicion that an individual is impaired by an illegal drug exists.

An Act To Amend Title 21 Of The Delaware Code Relating To Motor Vehicles And Weights Limits. [SB-133]
The purpose of these idle reduction technology units is to prevent having to run the engine at idle speed when the temperature is below 40 degrees or above 75 degrees Fahrenheit when the driver is off duty and has to stay in the truck and he or she does not have to run the truck engine. It will save on fuel costs to the owner and help the environment with less pollution and still keep the driver comfortable without running the engine over the legal time. This Bill allows a 400 pound weight limit exemption for trucks that have auxiliary engines.

An Act To Amend Title 11 Of The Delaware Code Relating To Criminal History Record Checks For The Sales Of Firearms. [SB-139]
This Bill clarifies that if records of firearm sales are not handled in the manner required by the existing Firearms Transaction Approval Program (FTAP), an aggrieved party may seek redress in court. The Bill permits a successful party obtaining an injunction to enforce such rights to recover his or her attorney’s fees and court costs upon conclusion.

An Act To Amend Titles 11 And 29 Of The Delaware Code Relating To Crimes And Criminal Procedure And Underage Lottery Gaming. [SB-188]
This Bill strengthens certain Delaware criminal statutes applicable to conduct that may occur in a table gaming environment. Section 1. This amendment to the definition for "cheating device" broadens the scope of that definition to include cheating devices applicable to table games. The new definition includes cards or dice that have been marked, loaded or tampered with, and clarifies that cheating devices may be mechanical, electromechanical, electronic, photographic or computerized in nature. An Act To Amend Title 21 Of The Delaware Code Relating To Motor Vehicles. [SB-193]
The current law does not allow LED lights to be used on Delaware school buses. LED lighting is brighter and requires less maintenance than other light sources. This Bill brings Delaware law into alignment with Delaware’s Department of Education Regulation 1103 for school buses.

An Act To Amend The Charter Of The Town Of Blades Relating To Elections. [SB-195]
This Charter Amendment changes the election date from March to April. It also allows a recorded map to define the territory instead of metes and bounds, and requires 30 days instead of 20 to register to run for Mayor or Council.
