An Act To Amend Title 11 Of The Delaware Code Relating To Fines, Costs, Penalties And Forfeitures. [HB-51]
The Fund to Combat Violent Crimes was established by House Substitute No. 1 for House Bill No. 143 of the 146th General Assembly. The Fund is funded by an additional penalty of $15 levied upon individuals convicted of crimes. This bill ensures that civil violations or penalties under Title 7, Title 11, Title 16 or Title 21 are included as offenses in which the $15 penalty is assessed for the Fund to Combat Violent Crimes.

An Act To Amend Title 21 Of The Delaware Code Relating To Civil Traffic Offenses. [HB-57]
This Act serves to clarify that work referral is an available option for fines and penalties owed as a result of a civil offense. Because the violation is civil, however, contempt of court shall not be a remedy for failure to comply with court-ordered work referral. Instead, failure to comply may result in the transfer of the judgment to the Office of State Court Collections Enforcement for collection.

An Act To Amend Title 11 Of The Delaware Code Relating To The Classification Of Offenses. [HB-59]
This Act makes changes to the state’s list of statutory violent felonies (“list”). First, the Act adds two crimes, felony Promoting Sexual Solicitation of a Child and felony Resisting Arrest with Force or Violence, to the list. Second, the Act removes non-violent escape after conviction, lower level felony drug possession, and delivery of drug paraphernalia to a minor from the list. Additionally, the changes on line 16 are made to designate a previously undesignated paragraph, in keeping with the Delaware Legislative Drafting Manual.

An Act To Amend Titles 10 And 16 Of The Delaware Code Relating To Savings Accounts To Support Individuals With Disabilities. [HB-60]
This bill creates an Achieving a Better Life Experience (“ABLE”) Program in Delaware, to implement federal legislation enabling the creation of savings accounts with tax advantages similar to 529 accounts, designed to be used by persons with disabilities to save for qualifying disability and education related expenses. An Act To Amend Title 21 Of The Delaware Code Relating To The "move Over" Law. [HB-77]
This bill amends Delaware’s version of the “Move Over Law” by including vehicles owned or operated by a public utility, as defined under 26 Del.C., 102(2), that are performing roadside work, provided they have properly surrounded the vehicle with traffic cones. This will afford the same protection offered to Emergency vehicles and Tow Trucks under the existing law, but would not require utility vehicles to install and utilize signal lighting on its vehicles.

An Act To Amend Title 16 Of The Delaware Code Relating To The Involuntary Commitment Of Persons With Mental Conditions. [HB-8]
During the 147th General Assembly, House Bill 346 was signed into law. House Bill 346, which codified the work of the HJR 17 Study Group to comprehensively update the state civil mental health laws, created a definition of psychiatrist which specifically names one accredited residency program. There is at least one psychiatrist in Delaware who completed a different accredited residency program. An Act To Amend Title 29 Of The Delaware Code Relating To The State Merit System Of Personnel Administration. [HB-88]
This bill extends the veterans’ preference points in the State merit system. Currently, the preference is limited to veterans of the armed force who served during wartime. The bill allows all veterans who served on active duty and were honorably terminated to receive the preference points. Also, the bill allows members of the Delaware National Guard or a reserve unit to receive the points if that member has put in at least 20 years.

An Act To Amend Title 30 The Delaware Code Relating To Steam, Gas And Electric Companies. [HB-93]
As non-profit entities, rural electric cooperatives are exempt from the fee imposed for a business license and the taxes assessed on gross receipts set forth in Chapter 23 of Title 30. This Act confirms that the non-commercial generation of solar electricity by a rural electric cooperative is also exempt from the business license requirements and gross receipts taxation otherwise applicable to steam, gas and electric companies producing electricity for sale in this State.
