An Act To Amend Title 14 Of The Delaware Code Relating To Reorganization Of School Districts And Making A Supplemental Appropriation To Support Continued Work On The Plan Of The Wilmington Education Improvement Commission. [SB-300]
This Act clarifies that a vote by the General Assembly, as required by 1008(g) and 1026(d) of Title 14, in support of redistricting serves to authorize the State Board to proceed with the redistricting, but does not constitute approval of any particular revenue or spending measure proposed in the Plan of the Wilmington Education Improvement Commission.

An Act To Amend Title 1 Of The Delaware Code Relating To Drafting Legislation. [SB-36]
After the General Assembly adopted a drafting procedure using strikethrough and underline, some inconsistencies and confusion about how amendments to bill should be drafted resulted. In the effort to update the Legislative Drafting Manual, the Division of Research of Legislative Counsel and Senate and House Attorneys recommended simplifying and clarifying amendment process reflected in this bill.

An Act To Amend Title 11 Of The Delaware Code Relating To The Death Penalty. [SB-40]
This Act eliminates capital punishment, except for those convicted of first-degree murder before the effective date of this Act. The procedures for determining punishment, review of punishment, and method of punishment for first-degree murder related to capital punishment would still apply to those convicted of first-degree murder before the effective date of this Act.

An Act To Amend Title 2 Of The Delaware Code Relating To The Uniform State Aeronautics Law. [SB-41]
This Act gives State law enforcement agencies the ability to prosecute those who aim the beam of a laser pointer at an aircraft. This Act supplements Federal prosecution efforts focused on deaths or injuries caused by use of laser pointers by enacting a state law prohibiting aiming the beam of a laser pointer at an aircraft that does not result in death or injury.

An Act To Amend Title 10 Of The Delaware Code Relating To Organization, Powers, Jurisdiction And Operation Of Courts. [SB-43]
This bill reconciles general provisions applicable to Commissioners found in section 1991 with more specific provisions found in 10 Del. C. 511(a) and 1315(a) regarding the appointment of a commissioner when there is a vacancy in office and residency requirements. Family Court’s specific provision relating to Commissioners found in section 915 is being updated, to ensure consistency and uniformity in practice.

An Act To Amend The Delaware Code Relating To Criminal Defense For Indigent Persons. [SB-47]
Every indigent person accused of a crime has the Constitutional right to effective, conflict-free counsel funded by the state. In Delaware, the Public Defender's Office and the Office of Conflict Counsel are charged with the responsibility of providing counsel for indigent people accused of crimes. The Public Defender's Office is a publicly funded law firm representing about 83% of all indigent defendants in Delaware.
