The purpose of this bill is to encourage physicians to provide medical care without compensation in an effort to provide some relief to those Delawareans who are without medical insurance and except for such service might be forced to seek medical attention in hospital emergency rooms.

An Act To Amend Title 18 Of The Delaware Code Relating To Developmental Screening Of Infants And Toddlers. [HB-199]
This Act requires that private health insurers in Delaware cover the developmental screenings for infants and toddlers that are recommended by the American Academy of Pediatrics and the Delaware Early Childhood Council. Such screenings are already covered for children in the state’s Medicaid program. The estimated cost to policyholders of covering these screenings is three cents per member per month.

An Act To Amend Chapter 60, Title 7 Of The Delaware Code Relating To Beverage Containers [HB-201]
This act repeals the “bottle bill”, Subchapter III, Chapter 60 of Title 7 of the Delaware Code, in its entirety, effective September 1, 2010. The Act further requires that distributors provide dealers with notice of the effective date of the repeal and a public notice to be posted in retail locations from January 1, 2010, through September 30, 2010. An Act To Amend Title 29 Of The Delaware Code Relating To Reports In Electronic Format To The Delaware General Assembly. [HB-222]
This Act provides that any periodic report that a State agency, board, committee and/or commission is required by law to report to the General Assembly may, alternatively, be provided to Members of the General Assembly in electronic format. This Act is very likely to result in significant cost-savings as well as significantly reduce the volume of materials that must be disposed of or recycled by State government.

An Act To Amend Title 19 Of The Delaware Code Relating To Employment Practices. [HB-231]
This act grants working parents with 16 hours of leave each year to attend school meetings essential to their child’s education, provided the meetings cannot be scheduled during non-work hours. An employer is not required to pay for any leave granted pursuant to this subsection.

An Act To Amend Title 6 Of The Delaware Code Relating To Debt Management Services. [HB-232]
This Bill clarifies that the Debt Management Services Act is intended to regulate providers who negotiate terms or concessions related to an individual’s unsecured debt. Businesses offering to negotiate modification of mortgage loans on behalf of individuals with homes in foreclosure are required to comply with provisions of the “Mortgage Rescue Fraud Protection Act” in 6 Del. C. Chapter 24B.
