An Act To Amend Title 14 Of The Delaware Code Relating To Requiring That Each School Year Begin After Labor Day. [SB-18]
This Act requires public schools to begin their school year after Labor Day. There have been many economic impact reports done that show a positive impact from starting public schools after Labor Day. A report by the Virginia Hospitality and Travel Association estimates that $369 million would be lost if schools were not required to start after Labor Day. This includes $104 million in wages and $21 million in state and local taxes. Maryland is considering similar legislation. As the self-storage industry continues to grow, it is important for consumers to have the option to insure their items stored in a self-storage facility. Currently, Delaware law does not provide a licensing structure for the sale of self-storage insurance. This type of insurance is becoming more commonplace with the growth in the self-storage industry. An Act To Amend Title 14 Of The Delaware Code Relating To The Creation Of A Pilot Program For Disadvantaged Students In Early Primary Grades Focused On Reduced Class Size And An Intensive Learning Experience. [SB-19]
Some students from disadvantaged backgrounds arrive at school lacking the same vocabulary and word recognition skills of their peers, putting them at a disadvantage when developing literacy skills in primary grades. In analyzing this disparity, studies have shown that the third grade is a critical turning point in educational development and that students who are not preforming at grade level by this point will continue to fall behind their peers at an increasingly rapid pace.

An Act To Amend Titles 10, 12, 18, And 25 Of The Delaware Code Relating To Decedents Estates And Fiduciary Relations And Property. [SB-195]
Section 1 of the Act addresses statutes under Chapter 49 of Title 10 and (i) amends the title of section 4915 (but makes no substantive changes to the statute); and (ii) modifies section 4916 to provide that plans similar to the Delaware College Investment Plan and the Delaware Achieving a Better Life Experience Plan, but created under the laws of other states, are similarly exempt from the execution or attachment process in Delaware.

An Act To Amend Title 7 Of The Delaware Code Relating To Regulations And Prohibitions Concerning Game And Fish. [SB-198]
This Bill eliminates the prohibition against hunting for deer on Sundays. Additionally, it maintains the applicable agency regulating public lands authority and discretion to regulate, including prohibition of, deer hunting on Sundays. Lastly, the bill allows for the harvesting of deer on Sundays through DNRECs deer depredation programs.

Delawares existing Criminal Code was adopted in 1973 and was based on the Model Penal Code. Since that time, the Criminal Code has quadrupled in size and expanded to other parts of the Code without consideration to the general effects of the change on the Criminal Codes overall structure, its terminology, or its application, creating numerous inconsistencies, redundancies, ambiguities and contradictions.
