Air and Water Boards permit issuance process. Establishes a uniform permit issuance process for the Air Pollution Control Board (Air Board) and the State Water Control Board (Water Board). Virginia Bicentennial of the American War of 1812 Commission. Establishes the Virginia Bicentennial of the American War of 1812 Commission to prepare for and commemorate the 200th anniversary of the war.
