Enrolls specified public employees in coordinated care organizations. Authorizes enrollment of other individuals not otherwise eligible to enroll in coordinated care organizations. Abolishes Oregon Educators Benefit Board. Incorporates duties of Oregon Educators Benefit Board into Public Employees' Benefit Board. Removes Public Employees' Benefit Board responsibility for providing health benefits. Temporarily caps hospital reimbursement paid by boards to hospitals at 180 percent of Medicare amount. Supplants coverage by private insurers for health services covered by plan. Directs Department of Justice to create and maintain list of states that recognize Oregon concealed handgun licenses and require handgun competency to obtain concealed handgun license that is similar to competency required in Oregon.
