Relating to sentencing for serious sex crimes. [SB-1050]
Provides that presumptive sentence for certain sex crimes is life imprisonment without possibility of release or parole if defendant has certain prior conviction at time of offense. Authorizes court to impose lesser sentence under rules of Oregon Criminal Justice Commission.

Relating to the offense of operating a motor vehicle while using a mobile communication device; declaring an emergency. [SB-2]
Renames offense of operating motor vehicle while using mobile communication device as offense of operating motor vehicle while using mobile electronic device. Defines "mobile electronic device." Increases penalty for offense. Punishes by maximum fine of $2,000. Increases penalty for second conviction. Punishes by maximum of six months' imprisonment, $2,500 fine, or both. Adds Oregon Volunteer Firefighters Association to list of entities eligible for individual income tax return checkoff contribution. Provides conditions for use of contributions. Repeals moratorium on mining using motorized equipment. Prohibits motorized in-stream placer mining in certain areas in order to protect indigenous anadromous salmonids and habitat essential to recovery and conservation of Pacific lamprey. Requires applications for water quality permits to engage in motorized in-stream placer mining to include certain information. Places certain conditions on motorized in-stream placer mining pursuant to water quality permit. Establishes certain fees for water quality permits for motorized in-stream placer mining.

Relating to trapping. [SB-6]
Modifies trap check requirements. Requires State Fish and Wildlife Commission to adopt by rule wildlife control operator permit program for persons acting as agents of landowners or lawful occupants in taking wildlife causing damage. Requires certain persons engaged in trapping activities to meet certain reporting requirements. Requires State Department of Fish and Wildlife to compile statewide annual trapping report and make report publicly available.
