They can seek injunctive relief (court order) against the Secretary of Homeland Security.

Definitions

Several terms used in the bill have specific definitions:

"Covered alien" refers to an alien who is seeking entry into the United States and is inadmissible under the Immigration and Nationality Act.
"Operational control" has the meaning provided in the Secure Fence Act of 2006.
