ANALYSIS

This bill requires death records to include certain information regarding immunizations received by the decedent. The bill also establishes certain reporting requirements for the department of health and human services regarding death records and immunizations.

Section	Summary
I	Requires death certificates to include immunization records, including specific information such as vaccination administration date, vaccine dose volume, vaccine expiration date, etc.
II	Specifies that the vaccination data elements from immunization registry will be entered on a decedent's death record for vaccines received in the calendar year of death and the 2 calendar years prior.
III	States that for children under 18 years of age, the entire immunization record will be placed into a text field of the decedent's death certificate.
IV	Applies this section to all deaths that occurred on or after January 1, 2020.
126:35	Requires the department of health and human services to produce public reports on deaths occurring within certain time frames following immunization.
126:36	Mandates biennial cause of death and injury studies, with reports to be publicly available at specific times.
126:37	Establishes an independent audit of the reports, with specific guidelines and requirements for the auditors.
Effective Date	This act shall take effect 60 days after its passage.

Methodology:

This bill requires additional work to be done by the Department of Health and Human Services, including the creation of user accounts for providers to access the immunization registry, training for providers, and ongoing system support. The Department estimates that approximately 3,920 to 4,704 additional providers would require an immunization registry account. The Department also estimates the need for additional employees to handle the workload, including a Technical Support Specialist and a Senior Management Analyst. The costs for these positions are provided in the table above. Additionally, the bill requires a biennial audit, estimated to cost $30,000 every two years.
