Requiring that a school bus be routed with the intent that the number of pupils on the bus does not exceed the manufacturer's rated seating capacity for the bus; and requiring that, if an emergency or a temporary situation causes the number of pupils to exceed the rated seating capacity, the situation be corrected within a reasonable period of time.

State Vehicle Fleet - Conversion to Zero-Emission Passenger Cars and Other Light-Duty Vehicles [HB-94]
Requiring the State to ensure that a certain minimum percent of passenger cars and other light-duty vehicles purchased for the State vehicle fleet in certain fiscal years are zero-emission vehicles, subject to the availability of funding; requiring the Department of General Services to ensure the development of charging infrastructure to support the operation of the zero-emission vehicles in the State vehicle fleet; and requiring a certain annual report to the General Assembly regarding the conversion to zero-emission vehicles.

Vehicle Laws - Plug-In Electric Drive Vehicles - Reserved Parking Spaces [HB-157]
Prohibiting a person from stopping, standing, or parking a vehicle that is not a plug-in electric drive vehicle plugged into charging equipment in a parking space that is designated for the use of plug-in electric drive vehicles; establishing certain standards for signage designating reserved parking for certain plug-in electric drive vehicles; requiring that a parking space that is for the use of plug-in electric drive vehicles be counted as part of the overall number of parking spaces for purposes of complying with certain laws; etc.
Vehicle Laws - Dedicated Bus Lanes - Prohibition and Monitoring Systems [HB-53]
Prohibiting a person from driving a motor vehicle in a dedicated bus lane unless authorized by a local jurisdiction, subject to certain exceptions; requiring the City of Baltimore to issue a new competitive request for proposals to select a certain contractor to carry out certain provisions of the Act; requiring the Baltimore City Police Department to issue a warning notice in place of a citation to a liable owner during the first 45 days that the bus lane monitoring system is in operation; etc.

Prohibiting a person from leaving a dog outside and unattended for longer than 30 minutes without access to continuous suitable shelter or suitable shade during extreme weather conditions or temperatures, subject to certain exceptions; defining "extreme weather conditions" as temperatures below 32 degrees Fahrenheit or during an active winter or cold weather warning; making a violation a civil offense; applying penalties ranging from a warning for a first violation to a fine of up to $1,000 for a third or subsequent offense; etc.
Local Governments – Urban Agricultural Incentive Zones – Authorization [HB-156]
Authorizing a local government to establish procedures for a qualifying farmer or partner organization to apply to designate an area as an urban agricultural incentive zone; authorizing a local government to designate an urban agricultural incentive zone; establishing an urban agricultural incentive zone advisory committee to advise a local government on the designation of an area as an urban agricultural incentive zone; requiring an urban agricultural incentive zone established by the Act to dissolve after 25 years; etc.
