Explanation of the Bill:
This bill states that improvement districts must hold an election to select board members either on the date of the first general municipal election after the district's tenth anniversary or after the district has at least forty-five registered voters, whichever is later.
The county auditor is responsible for counting the number of registered voters in each district before December 2nd of every odd-numbered year. If the district has at least forty-five registered voters, the auditor will certify the number and notify the board. The first election will have one board member serving a six-year term, two members serving a four-year term, and two members serving a two-year term. Subsequent elections will have all board members serving six-year terms. All board members must be registered voters in the district.
