A bill to make title VII of the Foreign Intelligence Surveillance Act of 1978 permanent, and for other purposes. This bill amends the FISA Amendments Act of 2008 to make permanent title VII of the Foreign Intelligence Surveillance Act of 1978, which is scheduled to expire on December 31, 2017. Among other things, title VII authorizes the Office of the Director of National Intelligence and the Department of Justice to jointly authorize the targeting (electronic surveillance) of non-U.S. persons outside of the United States.

Eliminating Federal Tax Subsidies for Stadiums Act of 2017 This bill amends the Internal Revenue Code, with respect to the tax exemption requirements for state and local bonds, to specify that bonds issued to finance professional sports stadiums meet the private security or payment test. (A state or local bond that satisfies both the private business use test and the private security or payment test is considered a private activity bond that is taxable unless it is used for certain qualified private activities.)
