Relating to issuing subpoena to aid in criminal investigations involving certain crimes against minors [SB-186]
The purpose of this bill establishes the West Virginia State Police as the entity which is authorized to issue administrative subpoenas to Internet service providers in cases of suspected child pornography; to define offenses and set forth penalties and fees. This article is new; therefore, strike-throughs and underscoring have been omitted. This bill was recommended for introduction and passage during the 2011 Regular Session of the Legislature by the Joint Standing Committee on the Judiciary.

Creating Office of Child Advocacy [SB-206]
The purpose of this bill is to establish the Office of Child Advocacy. The bill defines terms. The bill sets forth the powers and duties of the Office of Child Advocacy and provides the qualifications, term of office and salary of its Director. Relating to provisions allowing employment of retired teachers as substitutes [SB-211]
The purpose of this bill is to reset until 2014, the expiration date of provisions that allow the employment of retired teachers as substitutes beyond the post-retirement employment limit in areas of critical need and shortage. The bill also requires counties to report additional information on the number of these retired teachers and the critical need and shortage area positions filled by them to the Consolidated Public Retirement Board and state board and the dates of their notice of retirement and retirement. Relating to crimes using computers, telephones and electronic devices [SB-213]
The purpose of this bill is to address the issue of cyberbullying by amending and clarifying the applicable laws to create appropriate penalties for the misuse of computers and mobile phones, personal digital assistants and other electronic devices to harass, abuse or threaten other persons. It includes enhanced felony penalties for convictions of third or subsequent offenses.
