As enacted, eliminates the accrual of interest on child support arrearages unless the court makes a written finding that interest will continue to accrue; in making such finding, the court must set the rate at which interest will accrue after consideration of any factors the court deems relevant, which rate may be no more than 4 percent per year. - Amends TCA Title 36, Chapter 5. [HB-407]
