Clarifying provisions relating to the duties of operators of vessels with respect to the overboard discharge of treated and untreated sewage into the waters of the State; increasing the maximum amount of the penalty for violations of specified provisions to $10,000; authorizing specified officers to enforce specified provisions of law and to inspect specified vessels; and requiring the State to initiate a process with the U.S. Environmental Protection Agency to designate Maryland waters as a no-discharge zone.
