Humane Cosmetics Act

Bill Summary

This bill aims to gradually eliminate cosmetic animal testing and the sale of cosmetics tested on animals in the United States. The bill defines cosmetic animal testing as the application or exposure of any cosmetic product on the skin, eyes, or other body parts of animals for the purpose of determining its safety and effectiveness. It prohibits any entity, private or governmental, from conducting or contracting cosmetic animal testing for the development of cosmetics to be sold in or affecting interstate or foreign commerce.

The bill also makes it illegal to sell, offer for sale, or transport in interstate commerce any cosmetic product that was developed or manufactured using cosmetic animal testing after a specified effective date.

Violators of this act may be subject to civil penalties, with a maximum penalty of $10,000 for each violation. Each separate violation with respect to an individual animal, as well as each day that a violation continues, is considered a separate offense.

The effective dates for the provisions of this bill are as follows: the prohibition on cosmetic animal testing takes effect one year after the date of enactment, and the prohibition on sale of cosmetics developed through animal testing takes effect three years after the date of enactment.
