Transportation Trust Fund; additional appropriations recommended by the Governor in cases of general fund revenue growth. Authorizes the Governor, in submitting his biennial budget bill, to provide for additional appropriations to the Transportation Trust Fund from general fund revenues in cases in which general fund revenues for a fiscal year are projected to grow by at least three percent. Any such additional appropriation to the Transportation Trust Fund recommended by the Governor would be required to be in an amount not less than one percent

In-state tuition; National Guard. Provides in-state tuition for any person who met the requirements for in-state tuition prior to being called to active duty in the National Guard of another state, following completion of active duty service if during active duty that person maintained one or more of the following in Virginia, rather than in another state or jurisdiction: a driver's license, motor vehicle registration, voter registration, employment, property ownership, or sources of financial support.
