Requiring the Motor Vehicle Administration, in consultation with Baltimore City and other interested jurisdictions, to prepare a report on motor vehicles owned by Maryland residents that are improperly titled or registered in another state; requiring the Administration to submit a report of its findings and recommendations to the Governor and the General Assembly by December 1, 2024.
