To amend title XIX of the Social Security Act to provide for a State Medicaid option to enhance administrative matching funds to support statewide behavioral health access program activities for children under 21 years of age, and for other purposes. This bill amends title XIX (Medicaid) of the Social Security Act to allow a state Medicaid program to provide, and receive an enhanced federal matching rate for providing, administrative activities carried out with respect to a behavioral health access program for individuals under 21 years of age.
