Makes final, and not subject to judicial review, federal agency decisions to:

  • (1) issue a permit, license, or approval for a highway or public transportation capital project; and
  • (2) prepare supplemental environmental impact statements for projects in cases where the Secretary of Transportation (DOT) considers new information received after the close the comment period.
