Authorizing a municipal corporation to regulate the operation of and register off-the-road motorcycles; and authorizing a county or municipal corporation to enforce the Maryland Vehicle Law for violations involving off-the-road motorcycles and to enact and implement legislation governing impoundment, release from impoundment, and, if lawful, forfeiture.
