An Act concerning Public Assistance Fraud Prevention Act

This bill requires each newly issued or reissued electronic benefits transfer card to have a photograph of the recipient, with some exceptions. If an individual is 60 or older, disabled, blind, a minor child, a victim of domestic violence, or unable to provide a photo due to hardship, the card will have a written statement instead of a photo.

The Family Investment Administration must create procedures for issuing and using these cards. Establishments that accept these cards cannot ask for a cardholder's photo unless they ask all other customers to show photographic ID.
