Establishing that a consumer may request a merchant pay or refund the full amount of shipping costs incurred to return an item that is damaged, faulty, or sent in error; requiring a merchant that received a payment or refund request to provide the consumer a prepaid shipping label after receiving the request or refund the full incurred shipping costs to the consumer within 30 days after receiving the item returned from the consumer; and making a violation of the Act an unfair, abusive, or deceptive trade practice subject to civil penalties; etc.

Requiring the listing for a ticket and each step of a transaction to purchase a ticket to disclose certain information, including the total price of the ticket; repealing the exceptions to the prohibition against a reseller selling or offering to sell speculative tickets; prohibiting a secondary ticket exchange from providing a marketplace for the resale of a ticket that violates the Act; and requiring a ticket issuer, secondary ticket exchange, or reseller to provide a refund under certain conditions.

Requires shippers with knowledge that their cargo includes fireworks or articles pyrotechnic to report certain information to applicable county fire departments. Authorizes county fire departments to enter shippers' vessels for the purpose of inspecting any shipment declared on the shipping manifest as fireworks or articles pyrotechnic. Effective 7/1/2050.
