Maryland Cannabis Administration - Cannabis Licensing - Protests of Renewal [HB-1474]
Authorizing certain individuals who are residents, commercial tenants who are not holders of or applicants for a license, or real estate owners, and who are located within 1,000 feet of the licensed premises to file a protest with the Maryland Cannabis Administration against the renewal of a cannabis license; providing that a protest against a license renewal may be filed with the Administration by at least 10 individuals; and establishing standards and requirements for the Administration's consideration of a protest filed under the Act.
Cannabis - Sale and Distribution - Hemp-Derived Compounds and Cannabinoids [SB-1109]
Altering certain provisions of law relating to the sale and distribution of certain hemp-derived compounds and cannabinoid products for the purpose of prohibiting certain persons from selling or distributing "intoxicating cannabinoids" as defined under the Act and authorizing the sale and distribution of "nonintoxicating cannabinoids" as defined under the Act, subject to certain requirements; and prohibiting a person from selling or distributing a synthetic cannabinoid, subject to a certain exception.

Altering the distance restrictions from 2000 feet to one-half mile applicable to a licensed cannabis dispensary; prohibiting a political subdivision from establishing certain zoning requirements that are more restrictive than certain zoning requirements that existed on June 30, 2023; authorizing at least 10 individuals who are residents, commercial tenants who are not holders of or applicants for a license, or real estate owners, and are located within 1,000 of the licensed premises to file a protest against a license; etc.
Task Force on Responsible Use of Natural Psychedelic Substances [HB-548]
Establishing the Task Force on Responsible Use of Natural Psychedelic Substances to study existing laws, scientific data, and practices related to the use of natural psychedelic substances; requiring the Task Force to make recommendations regarding any changes to State law, policies, and practices needed to create a program that enables broad, equitable, and affordable access to psychedelic substances; and requiring the Task Force to report its findings to the Governor and the General Assembly on or before July 31, 2025.

Cannabis - Advertising - Prohibited Locations [SB-399]
Altering a certain prohibition on advertising for cannabis licensees, products, or services by repealing a prohibition on certain outdoor advertising and instead prohibiting advertising within 500 feet of a substance use treatment facility, certain schools, child care facilities, or other locations; authorizing a cannabis licensee to request and requiring the Maryland Cannabis Administration to provide, within 30 days of receiving the advertisement, an opinion as to whether a cannabis advertisement meets certain requirements; etc.
Cannabis Licensing and Registration - Use of Straw Ownership - Prohibition [HB-272]
Prohibiting a person from applying for or holding a cannabis license or registration under certain circumstances if an ownership interest in the license or registration is for the limited purpose of satisfying certain requirements of registration or licensure; and requiring the Maryland Cannabis Administration to deny a certain application or revoke a cannabis license or registration if the applicant, licensee, or registrant is determined by the Administration to be in violation of the Act or convicted of a violation of the Act.

Making alterations and clarifications related to the duties of the Alcohol, Tobacco, and Cannabis Commission, the Office of Social Equity, the Advisory Board on Medical and Adult-Use Cannabis, and the Maryland Cannabis Administration; altering the membership of the Commission; requiring the Advisory Board to elect a chair and removing the Director of the Administration as chair; authorizing processors to provide cannabis to cannabis licensees; providing that certain violations may be charged by a citation; etc.
