House Joint Resolution No. 63
This House Joint Resolution is a request for the Virginia Cannabis Control Authority to study the creation of a legal retail cannabis market in the Commonwealth of Virginia. The purpose of this study is to explore the potential benefits and regulations necessary for establishing a safe and regulated market for the sale of cannabis products.
The study will involve analyzing and drafting regulations for the cultivation, processing, testing, packaging, labeling, distribution, sale, and delivery of cannabis. These regulations will cover various aspects such as application and license fees, advertising restrictions, product size and potency limits, enforcement mechanisms, tax collection and revenue allocation, and participation of socioeconomically disadvantaged communities in the retail market.
The Virginia Cannabis Control Authority will work with members of the Senate, House of Delegates, various state departments, law enforcement agencies, and relevant stakeholders to conduct the study. The goal is to ensure public health and safety, prevent illegal diversion of cannabis products, and enforce regulated sales effectively.
The Authority is required to complete its meetings and submit executive summaries and reports of its findings and recommendations to the Governor and General Assembly by specific deadlines. These reports will be made available to the public through the General Assembly's website.
