Specifying that a person who violates a specified provision of law involving the use or possession of marijuana in the amount of 10 grams or more is guilty of the misdemeanor of possession of marijuana; altering the penalty for the possession or use of specified drug paraphernalia involving the use or possession of less than 10 grams of marijuana; making the possession of specified drug paraphernalia a civil offense; requiring a court to order specified persons to attend specified drug education, assessment, or treatment programs; etc.
